Sealed Bids for furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the Sanitary Sewer System Improvements, Pump Station Rehabilitation No. 1: Confederate No. 1 Pump Station and Confederate No. 2 Pump Station will be received by the Owner at 790 Second Street, Second Floor Board Room, Macon, Georgia 31202 until 2:00 PM, local time, on Tuesday, March 20, 2012, and then at said office publicly opened and read aloud. All bidders must attend a mandatory pre-bid meeting at the same location at 10:00 AM, local time, on Tuesday, March 6, 2012. All bid questions must be submitted to the Engineer by 5:00 P.M. on March 13, 2012.

The project consists of upgrading Confederate No. 1 Pump Station to 315 gpm, abandoning Confederate No. 2 Pump Station, constructing  + 3,252 LF of 6 inch force main from Confederate No. 1 Pump Station to the existing termination manhole, and miscellaneous items.

The work will be awarded in one Contract. Fifty-one percent (51%) of the bid price must be completed by the General Contractor. The work will be awarded on the basis of the total sum bid for the construction of all utilities and associated work noted on the Drawings.

upon payment of $200.00, non-refundable, for each set. Street address must be provided to ensure prompt delivery. No partial sets of bidding documents shall be issued by the Engineer.

Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond attached to the Contract Documents, duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of 10% of the Bid.

Bidders must comply with the Minority Participation Requirements specified in the Instructions to Bidders.

The Bidder shall affix to the outside of its bid envelope, its Georgia Utility Contractor License Number, not the license number of a Utility Manager nor a subcontractor’s Georgia Utility Contractor License Number.

The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 % of the Bid.

Employment of Local Businesses and Contractors: It is the wish of the Owner that local businesses, including minorities and disadvantaged subcontractors, be given the opportunity to bid on the various parts of the work.

The desire on the part of the Owner to encourage participation of minority and locally owned businesses and contractors is not intended to restrict or limit competitive bidding or to increase the cost of the work. The Owner supports a healthy, free market system that seeks to include responsible local businesses and provide ample opportunities for local business growth and development.

The Owner reserves the right to reject any or all Bids, to waive informalities, and to re-advertise.
